NRC and NPR are not related to each other : Amit Shah

  • No one questioned the NPR done by the UPA regime in 2010. Why wasn’t it questioned then? When we do the same thing, we are questioned. What kind of questioning is this?
  • I want to request the CMs of West Bengal and Kerala to not stop CAA. It will include the poor people who would then get benefits from the Central Govt. They should not take take away the benefits extended for the poor.
  • I have already clarified that the CAA is only about providing citizenship, and takes away nothing from anyone. I’m happy that the clarification is reaching out to the people of India and protests are calming down.
  • There’s no proof needed for NPR. No documentation is needed from the people. The Govt is only making a register of information. There’s a provision of providing Aadhar in the process, like it was in 2010.
  • It is a Constitutional provision to conduct Census every 10 years. No one should think that it will be used for NRC. Minorities, especially, should not fear this. These are two different practices.
  • Now that the debate of CAA is ending, a new political debate is being built up, revolving around NRC. None of the rumors are true. These are two different legislations and aren’t related to each other.
  • The Census will take place in 2021. We’re doing both NPR and Census together because they are similar. In April 2020, the mapping will begin and the enumeration will take place in 2021.
  • NPR takes away no one’s citizenship. It is a decadal exercise. It maps people who have shifted to new states. It registers new children and removes people who’re dead. Nothing new is being done. Every thing has been done in the past.

 

 

 

 

Cabinet approves the conduct of Census of India 2021 and updation of National Population Register

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal for conducting Census of India 2021 at a cost of Rs. 8,754.23 crore and updation of National Population Register (NPR) at a cost of Rs. 3,941.35 crore.

Beneficiaries:

Census of India will cover the entire population in the country while NPR will also cover all the population except in the state of Assam.

Details:                                                                        

  • The Indian Census is largest administrative and statistical exercise in the world. The next decennial Census is due in 2021 and would be conducted in two phases:
    1. House listing and Housing Census – April to September, 2020 and
    2. Population Enumeration – 9th February to 28th February, 2021.

The National Population Register (NPR) will also be updated along with House listing and Housing Census except in Assam.

  • 30 lakh field functionaries will complete this gigantic exercise of national importance, up from 28 lakh in 2011.
  • Use of mobile app for data collection and the Central portal for monitoring purpose will ensure early release of Census data with improved quality.
  • Data dissemination will be much better and in a user friendly way so that all the queries on required parameters for policy making will be made available on the click of a button.
  • Census-as-a-service (CaaS) will deliver on-demand data to ministries in a clean, machine-readable and actionable format.

 

Cabinet approves creation of the post of Chief of Defence Staff in the rank of four-star General

In a landmark decision with tremendous reform in higher defence management in the country, the Union Cabinet chaired by Prime Minister Narendra Modi has approved to create the post of Chief of Defence Staff in the rank of a four-star General with salary and perquisites equivalent to a Service Chief. The Chief of Defence Staff will also head the Department of Military Affairs (DMA), to be created within the Ministry of Defence and function as its Secretary.

The following areas will be dealt by the Department of Military Affairs headed by CDS:

  1. The Armed Forces of the Union, namely, the Army, the Navy and the Air Force.
  2. Integrated Headquarters of the Ministry of Defence comprising Army Headquarters, Naval Headquarters, Air Headquarters and Defence Staff Headquarters.
  3. The Territorial Army.
  4. Works relating to the Army, the Navy and the Air Force.
  5. Procurement exclusive to the Services except capital acquisitions, as per prevalent rules and procedures.

Apart from the above, the mandate of the Department of Military Affairs will include the following areas:

  1. Promoting jointness in procurement, training and staffing for the Services through joint planning and integration of their requirements.
  2. Facilitation of restructuring of Military Commands for optimal utilisation of resources by bringing about jointness in operations, including through establishment of joint/theatre commands.
  3. Promoting use of indigenous equipment by the Services.

Cabinet approves transformational Organisational Restructuring of Railway Ministry

  • Unification of the existing eight Group A services of the Railways into a Central Service called Indian Railway Management Service (IRMS)
  • Unification of services will end ‘departmentalism’, promote smooth working of Railways, expedite decision making, create a coherent vision for organisation and promote rational decision making
  • Railway board will no longer be organised on departmental lines, and replaced with a leaner structure organised on functional lines
  • Railway Board to be headed by Chairman Railway Board (CRB) who will be the Chief Executive Officer (CEO) with 4 Members and some Independent Members
  • Unification of services has been recommended by various committees for reforming Railways
  • Reforms undertaken with overwhelming support and consensus of Railway officers, at a two-day conference “Parivartan Sangoshthi” held on 7th & 8th December, 2019
  • The modalities and unification of the services will be worked out in consultation with DoPT and the approval of Alternate Mechanism appointed by Cabinet in order to ensure fairness and transparency
