Review all restrictive orders within a week : Supreme Court on J & K Lockdown

@Bar&bench :

  • Supreme Court directs for the orders of suspension of telecom services and S144 orders to be reviewed by concerned authority within seven days and any future orders to be reviewed in a timely manner.
  • Supreme Court says freedom of internet is a right protected under Article 19(1)(a) and the right to profession and occupation enjoys the protection under Article 19(1)(g).
  • Supreme Court says suspension of services indefinitely is inpermissible and suspension can be temporary only. Any such order must adhere to principle of proportionality and such orders subject to judicial review.
  • Complete curb of internet must be considered by the State only as an extraordinary measure.

IIP for November 2019

@PIB_India:

  • The Quick Estimates of Index of Industrial Production (IIP) with base 2011-12 for the month of November 2019 stands at 128.4, which is 1.8 percent higher as compared to the level in the month of November 2018.
  • The cumulative growth for the period April-November 2019 over the corresponding period of the previous year stands at 0.6 percent.

MHRD Secretary Amit Khare holds meetings with JNU administration and students of JNU

@PIB_India:

  • Secretary, MHRD, Amit Khare held a meeting with Vice Chancellor,  Prof. M. Jagadesh Kumar along with Rectors and Registrar of Jawaharlal Nehru University at 11:30 AM today at Shastri Bhawan, New Delhi.
  • Later, he also met a delegation of JNU students led by president elect of JNUSU Ms Aishe Ghosh at 3.30 pm today.
  • The University authorities informed the Secretary that the administration is taking all steps to implement the decisions arrived at as per the Record of Discussions held on 10th and 11th December, 2019 in MHRD.
  • Prof. Jagadesh Kumar also informed that a circular has already been issued by JNU on 09th January, 2020 clarifying that Service and Utility charges for the hostel residents are not being charged from the students. UGC has been requested to bear the cost of these charges.
  • The same was also communicated to the JNU students during the meeting with Secretary today.
  • A meeting was also held by Secretary, MHRD with Chairperson, UGC, Dr D.P.Singh today to discuss the matter. MHRD has asked UGC to provide necessary funds in this regard.
  • In view of the above developments, the Secretary Shri Amit Khare appealed to the students to withdraw their agitation.

Announcement of late fee waiver: 54 lakhs GSTR-1 filed in three weeks

Ministery of Finance, @FinMinIndia:

  • The GST council in its 38th meeting on 18th Dec 2019 had recommended that late fee chargeable on filing of statements of output supplies in Form GSTR-1s, be waived for the GSTR-1 pertaining to period July, 2017 to Nov 2019 if the same are filed by 10/01/2020.
  • The response to this waiver has been very encouraging and since announcement on 18.12.2019, 54 lakhs GSTR-1 have been filed till 09.01.2020.
  • On average, only about 25 lakh monthly GSTR1 are filed.
  • In the view of such huge response, which would lead reduction in unmatched credit, it has been decided to extend the said amnesty scheme from 10th January 2020 to 17th January 2020.

Progressive States as per the ‘State Energy Efficiency Index 2019’

Haryana, Kerala, Karnataka, Maharashta, Himachal Pradesh, Uttarakhand, Puducherry and Chandigarh have been evaluated as progressive states/UTs in the State Energy Efficiency Index 2019.

  • Minister of State for Power and New & Renewable Energy RK Singh today released the ‘State Energy Efficiency Index 2019’, which tracks the progress of Energy Efficiency (EE) initiatives in 36 states and Union Territories based on 97 significant indicators.
  • The index was released on the occasion of Review, Planning and Monitoring meeting, which is being held since yesterday at Pravasi Bharatiya Kendra, New Delhi.
  • The index is developed by Bureau of Energy Efficiency (BEE) in association with Alliance for an Energy Efficient Economy (AEEE).
  • It will help states contribute towards national goals on energy security and climate action by helping drive EE policies and program implementation at the state and local level, tracking progress in managing the states’ and India’s energy footprint and institutionalising the data capture and monitoring of EE activities by states.
  • The State Energy Efficiency Index 2019 incorporates qualitative, quantitative and outcome-based indicators to assess energy efficiency initiatives, programs and outcomes in five distinct sectors – buildings, industry, municipalities, transport, agriculture, and DISCOMs.
  • New indicators for this year include adoption of Energy Conservation Building Code 2017, energy efficiency in MSME clusters.
  • For rational comparison, States/UTs are grouped into four groups based on aggregated Total Primary Energy Supply required to meet the state’s actual energy demand (electricity, coal, oil, gas, etc.) across sectors.
  • TPES grouping shall help states compare performance and share best practices within their peer group.
  • Under four categories based on TPES, Haryana, Kerala, Karnataka, Maharashta, Himachal Pradesh, Uttarakhand, Puducherry and Chandigarh have been evaluated as progressive states/UTs in the State Energy Efficiency Index 2019.

 

‘Dedicated the National Cyber crime reporting portal to the nation’

  • Dedicated the National Cyber crime reporting portal to the nation where citizens can report any kind of Cyber crime irrespective of the place where it has occurred.
  • It can be accessed at cybercrime.gov.in
  • Inaugurated the Indian Cyber Crime Co-ordination Centre (I4C) functioning under the Ministry of Home Affairs earlier today in New Delhi.
  • I4C will be very helpful in combating cyber crime in our country in a coordinated and effective manner.
  • I4C is a 7 pronged scheme to fight cyber crime which includes cyber crime reporting portal, analysis of threats, capacity building, research and innovation, creating an ecosystem for cyber crime management and joint cyber crime investigation platform for law enforcement agencies.

‘The Opposition is now exposing each other’

Dr. @sambitswaraj addressing a press conference at BJP headquarters in New Delhi said:

  • Mamata Banerjee will not join the Opposition meeting on 13th Jan, changing her stand. She said that she’s disappointed by the nasty politics of Congress and CPI(M)
  • She also said that she will protest against CAA and NRC and these people will set buses on fire and plant bombs under trains? I won’t tolerate this.
  • The Opposition is now exposing each other. They’re competing in the game of polarization. Truth has been revealed. Mamata Banerjee has blamed the Congress and CPI(M) for arson and violence.
  • She’s saying all this because she doesn’t want Muslim votes to be divided in Bengal. She wants to own all of them. This is the prime example of politics of polarization.

Centre withdraws CRPF cover for DMK President MK Stalin

‘Learning outcomes of classes 3,5 & 8 are nearly 10 percentage points lower than the national average’

  • It is appalling how Delhi govt claims success in the education system where none exists.
  • They have craftily built a fake narrative to divert attention from their failures.
  • Pass percentages of students have steadily declined. They are imperilling the future of the children.
  • Amongst secondary school students alone, it has come down from 99.4% in 2014 to 68.9% in 2018.
  • Is this something they are proud of?
  • Learning outcomes of classes 3,5 & 8 are nearly 10 percentage points lower than the national average & they call this a success story.
  • Students are not able to realise their full potential because only 1/3rd of these schools offer science streams.
  • What is even more alarming is that state govt policies have forced several pvt schools to close down, leaving students without choice of science stream.
