Speaking at the function President Kovind said, Our legal system has a reputation for being expensive and for being prone to delays. There are some who tend to use and abuse the instrument of adjournments as a tactic to slow down proceedings, rather than a response to a genuine emergency.

This makes obtaining justice costly for the litigant. It would be a travesty of our republican ethic if a poor person did not get the same access to the law as a rich person. The legal profession must continue to address this collectively, he added.

Budget 2019 – Highlights

Budget 2019
  • PAN and Aadhaar to be made interchangeable for convenience of tax payers; Income Tax returns can now on be filed using Aadhaar number, if PAN card not available.
  • Govt simplifying the GST processes. A simplified single monthly return will be rolled out to enable those with a Turnover of less than Taxpayers with annual turnover less than 5 crore will be required to file theirs returns only quarterly returns.
  • Fully automated GST Refund module shall be implemented; multiple tax ledgers to be replaced by one; invoice details to be captured in a central system
  • Surcharge on individuals having taxable income from 2 crore – 5 crore and 5 crore and above to be enhanced,- 2- so that effective tax rate will increase by around 3% and 7% respectively.
  • Surcharge on individuals having taxable income above Rs 5 crore to be enhanced. Effective tax rate to increase by around 7%.
  • Faceless income tax assessment in electronic mode involving no human interface to be launched this year in a phased manner, to reduce taxpayer harassment.
  • To discourage business payments in cash, Tax Deduction at Source of 2% to be levied on cash withdrawal exceeding 1 crore rupees in a year from a bank account.
  • Giving big boost to electric vehicles “Additional income tax deduction of 1.5 lakh rupees on the interest paid on the loans taken to purchase electric vehicles”
  • To provide further impetus to affordable housing, additional deduction of 1.5 lakh rupees on interest paid on loans borrowed upto 31 Mar, 2020 for purchase of house up to 45 lakhs.
  • Relief in levy of Securities Transaction tax to be provided.
  • Business establishments with annual turnover more than 50 crore rupees may offer low-cost digital payments; no charges or merchant discount rates to be imposed on customers or merchants for these.
  • Customs Duty on gold, precious metals hiked from 10% to 12.5%.
  • 5% customs duty imposed on imported books.

Budget 2019 – Public sector banks to be provided 70,000 crore rupees to boost capital and improve credit

Budget Highlights –

  • Public sector banks will use technology, enabling customer of one PSB to access service across all PSBs as well.
  • For purchase of high-rated pooled assets of financially sound Non Banking Finance Companies amounting to 1 lakh crore rupees during 2019-20, one-time six-month partial credit guarantee to be given to PSBs.
  • Proposals for strengthening regulatory authority of RBI over NBFCs have been made.
  • Regulation authority over housing finance sector to be returned from National Housing Bank to RBI.
  • 100 lakh crore rupees to be invested in infrastructure sector over next five years, Expert Committee to be set up to recommend structure and flow of funds through development finance institutions.
  • Net owned fund requirements to be reduced from 5000 crore to 1000 crore rupees, to facilitate onshoring of international insurance transactions and enable opening of branches by foreign reinsurers.
  • Govt. considering to go below 51% to an appropriate level of ownership stake in non-financial public sector undertakings on case by case basis.
  • Strategic disinvestment of select CPSEs will continue as priority of Govt. Govt also sets 1.05 lakh crore rupees as disinvestment target.
  • Govt to re-initiate strategic disinvestment of Air India.
  • Investment option in Exchange Traded Funds on the lines of equity-linked trading Scheme to be offered to encourage long-term investment in CPSEs.

Budget 2019 – Need to replicate Zero Budget Farming : Nirmala Sitharaman


  • Need to replicate Zero Budget Farming, to go back to basics, which will help Doubling Farmers Income.
  • Scheme of Fund for Regeneration of Traditional Industries (SFURTI) to set up Common Facility Centres for cluster based development.
  • Scheme of Fund for Regeneration of Traditional Industries (SFURTI) envisions setting up 100 new clusters during 2019-20.
  • Bamboo, Honey and Khadi clusters to be focused sectors.
  • 80 Livelihood business incubators and 20 technology business incubators to be set up in 2019-20 under ASPIRE to develop 75,000 skilled entrepreneurs in agro-rural industries.
  • Local sourcing norms for FDI to be eased for single-brand retailing sector.
  • Mission for integrating traditional artisans and their creative products with global markets to be launched.

Rahul Gandhi plead ‘not guilty’, secure bail in Criminal Defamation case by RSS worker : @barandbench

A Mumbai court has granted bail to the Congress leader Rahul Gandhi and CPI(M) leader Sitaram Yechury in a criminal defamation case filed by an RSS worker, Advocate Dhrutiman Joshi

The Court of Metropolitan Magistrate in Sewri, Mumbai had required the personal presence of the two politicians in today’s hearing. The two leaders were present in the Court amid tight security and pleaded not guilty.

Both the leaders were then granted bail against a bond of Rs. 15,000. Senior Congress leader and ex-Member of parliament Eknath Gaikwad stood as surety for Gandhi.

The complaint under Sections 499 and 500 of the Indian Penal Code was filed against the two politicians for making allegations against the RSS and insinuating its involvement in the murder of veteran journalist Gauri Lankesh. The statements made by these politicians in the press after Lankesh’s assassination form the basis of this criminal defamation complaint.

I have been trying to pre-empt severe Water Scarcity in my constituency from day one and hence I’ve given heavy impetus to providing new OHTs / borewells / pipelines / RO plants etc. Since 2011. Providing water when available is ok but what do we do to ensure we have water.

We need to conserve what we get from our rivers & from whatever little rain that we get! We haven’t been able to store much of the water that comes our way & groundwater that we’ve exploited hasn’t been recharged ! So are New waterbodies the only option.Not necessarily.

Tamil Nadu is blessed with several thousand large waterbodies but sadly many haven’t been “maintained” properly and those which “survived” haven’t had good inflow of water from the “sources” !!! Several waterways have been encroached or levelled out ! So what do we do !!

Interlinking Rivers could be a hugely costly affair and even ecologically unadvisable. BUT WHY can’t we at least interlink our local water bodies ! That’s exactly what we did in one village called Ullikottai in Mannargudi as a pilot project and am happy to say it worked.

In 2018 we initiated a project to Interlink Ponds in a village called Ullikkottai in Mannargudi. Pipelines were laid underneath existing canals & linked to a local canal which fed water from Vadavaaru a tributary or Cauvery & the ponds were filled with the CauveryWater.

Later whatever little rain fell also helped. NOW even in this sever summer 2 of the 4 ponds we filled still have copious water and satellite images have proven that we have been able to store more water than previous years hence the pilot project has been successful.

NOW, I hope to replicate the same throughout my constituency and ensure that we are able to store a good amount of water when the next monsoon hits us or when the Cauvery Water flows our way
